New Renewable Volume Obligations An ‘Enormous Triumph’ for Ohio Soybean Farmers

The Ohio Soybean Association (OSA) commends the U.S. Environmental Protection Agency (U.S. EPA) for finalizing its renewable volume obligations (RVO) for biomass-based diesel for 2026 and 2027. The updated 2026-2027 RVO rule will increase biomass-based diesel blending to approximately 5.5 billion gallons, an increase of over 60 percent from 2025 volumes. These updated numbers represent the largest annual RVO volumes since the Renewable Fuel Standard (RFS) became law in 2005.
RVOs determine the amount of biofuels that are required to be blended with gasoline and diesel under the RFS. The 5.5 billion gallons in the new RVO rule are well above the 5.25 billion gallons the biofuels industry, including OSA, the American Soybean Association, Clean Fuels Alliance America, and the National Oilseed Processors Association had requested last year.
“We are grateful to the Trump Administration for finalizing the strongest RVOs ever, which will drive new domestic demand for soy-based biofuels,” said Bennett Musselman, president of the Ohio Soybean Association and Pickaway County farmer. “Thirteen percent of our soybean bushel price comes from the biofuel industry, making this new rule an enormous triumph for Ohio farmers and our rural communities.”
This announcement also included a reduction in credit generation for imported biofuels and biofuel feedstocks set to begin in 2028. This move would give U.S. farmers a competitive advantage in the biofuels sphere over foreign fuels and feedstocks.
The Ohio Soybean Association will continue to work with U.S. EPA as they work to implement the new RVO rule.
